| How many numbers to nail one Indian? |
We always suspected that the left hand of government, rarely knows what the right hand is doing – which is why so many ministries seem to be working at cross purposes – with the harassed citizen caught in between. Our worst suspicions were confirmed last week, when the Income Tax department slipped in a new ‘guideline’ to its chakravyuha or maze, of rules for the taxpayer.
Taxpayers will now have to acquire yet another number to go with their tax returns, in addition to the Permanent Account Number or PAN. This is to be called Document Identification Number or DIN. It is ‘mandatory in respect of every notice, order, letter or any correspondence” with the department by taxpayers.
“DIN will be generated by the I-T department and will be useful for error-free filing of returns, claiming refunds and other communication with the department, by the assessee”, reports the Press Trust of India, quoting a senior Finance Ministry official. Wasn’t the PAN number supposed to do all this?
During the Chidambaram regime in the Finance Ministry, the PAN number was forced upon law abiding with a maniacal zeal, forcing hundreds of thousands of citizens to apply for one, even when there was absolutely no chance they would ever earn enough to have to pay income tax. This was done by making the PAN number, a necessary condition for a host of other innocuous, one-time transactions of pathetically small nature. Now, his successor, has seen fit to foist one more numb(er)ing burden on honest tax payers, who, if they are the pettiest of traders, are already having to apply for and have to quote a TAN ( Tax deduction and collection Account Number).
The geniuses in the finance ministry are perhaps unaware, that the acronym DIN is already taken by another ministry – Company Affairs – which has mandated a Director Identification Number for all directors of public and private corporate entities. You can imagine the scope for confusion. In any case, it is a truly weird dispensation that feels the need of two numbers to identify one person’s tax return.
Even more bizarrely, this latest exercise in numerical excess, comes a time when India has already mandated a Unique Identification number (UID) or Aadhar for every resident and is spending millions of rupees to implement this scheme. The UID was – or so they told us -- meant to create a unique identity for every Indian resident, one that would be absolutely fool proof, backed by cutting-edge biometrics and available for verification in an instant. It was an IT-driven, sensible, step towards the future.
The Income Tax department’s latest diktat, is a retrograde move in the reverse direction, making nonsense of all claims that we are a technologically advanced nation, with efficient administrative practices. It is an idea that seems to have come from hidebound brains who still think that more paperwork equals progress. |
